Arizona's Vehicle Emissions Inspection Program (VEIP) is a mandatory requirement for most vehicles registered in Maricopa and Pima counties. If you live in Gilbert, Chandler, Mesa, or anywhere in the East Valley, understanding this process will save you time, money, and frustration.

Who Needs an Emissions Test?

Not every vehicle in Arizona requires an annual emissions inspection. The state exempts vehicles that are brand new (first year of registration), older than 1966, diesel-powered, or registered as historic. For all other gasoline-powered vehicles in Maricopa County, the test is required annually as part of the registration renewal process.

What the Test Actually Measures

Modern Arizona emissions testing uses an OBD2 (On-Board Diagnostics, Generation 2) scan rather than the old tailpipe sniffer test. The inspector plugs a diagnostic tool into your vehicle's OBD2 port — located under the dashboard on the driver's side — and reads the data directly from your car's computer.

The test checks two primary things. First, it verifies that your Check Engine Light is off. Any stored Diagnostic Trouble Code (DTC) that has illuminated the MIL (Malfunction Indicator Lamp) will result in an automatic failure. Second, it checks that your vehicle's readiness monitors are set. These are self-diagnostic routines that your car's computer runs after a cold start drive cycle. If too many monitors show "Not Ready," the vehicle fails even if no codes are present.

The Most Common Reason for Failure: Recent Battery Disconnect

One of the most frequent causes of an emissions failure we see at Apex is a recently disconnected battery. When your battery is disconnected — whether for replacement, a jump start, or electrical work — all readiness monitors are reset to "Not Ready." Your car needs to complete a full drive cycle before those monitors will set again.

If you disconnect your battery and immediately drive to an emissions station, you will almost certainly fail, not because anything is wrong with your car, but because the computer has not had time to run its self-checks. The solution is to drive your vehicle normally for several days, including a mix of highway and city driving with a cold start, before going for your test.

What to Do If You Fail

A failure does not mean your car is broken beyond repair. It means the computer has detected a problem that needs to be diagnosed and corrected.
